What Is a Test Plan?

A test plan is a defined set of test scenarios grouped around a specific release, sprint, or feature area. It answers three questions: what will be tested, when it needs to be done, and how much has been executed so far. Without a test plan, QA effort is invisible — work happens, but there is no way to know whether the right things were tested or whether execution is on track.

Test plans are different from scenario libraries. A scenario library contains all the test cases your team has written — it grows over time and covers the full product. A test plan is a deliberate selection from that library, scoped to what matters for a specific release. The same scenario can appear in multiple test plans across different releases.

Plans give QA a voice in release decisions

When a test plan shows 35% coverage two days before a release date, that number is a concrete input to a go/no-go conversation — not an opinion. Coverage data turns QA status from "we're still testing" into "we have executed 7 of 20 scenarios and need three more days for adequate coverage."


Plan Statuses

Each test plan moves through three statuses that reflect where it is in the testing lifecycle. The status controls how the plan is interpreted and how coverage is reported.

Draft

The plan is being assembled. Scenarios can be added or removed. Not yet available for active execution tracking.

Active

Execution is in progress. Coverage updates as test runs are completed against the scenarios in the plan.

Completed

All targeted scenarios have been executed. The plan serves as a historical record of what was tested and when.


How Coverage Is Calculated

Coverage is the percentage of scenarios in the plan that have at least one completed test run. It is the primary progress metric during active execution — a real-time view of how much of the planned scope has been executed.

Coverage = Executed Scenarios ÷ Total Scenarios in Plan

Coverage counts completed runs only

A scenario counts as covered only when a test run against it has reached "completed" status. Runs in progress, draft, or aborted do not contribute to coverage. This makes the percentage a conservative, honest measure rather than an optimistic one.

Multiple runs on the same scenario still count as one

If you run the same scenario three times — for example, across three environments — coverage for that scenario is still counted once. Coverage measures breadth (which scenarios have been executed), not depth (how many times). Track pass rates within runs for depth.

Removing a scenario from a plan affects the denominator

Coverage is calculated as completed scenarios divided by total scenarios in the plan. If you remove an uncovered scenario, the percentage goes up — but coverage has not improved. Be deliberate about scope changes mid-plan and note the reason.


How to Run a Test Plan

A test plan is only useful if the team follows a consistent process for creating, activating, and completing it. The five steps below reflect how high-performing QA teams use plans in practice.

Define the scope — what are you releasing?

Start by identifying what is going into the release or sprint. Every scenario in the plan should map to something being shipped, changed, or at risk of regression. A plan without a clear scope boundary will accumulate scenarios indefinitely and never reach meaningful coverage.

Select the scenarios that cover the scope

Add only the scenarios that are relevant to this release. A good test plan is deliberately scoped — it is not a copy of your entire scenario library. Distinguish between scenarios that test the changed feature directly and those that cover adjacent functionality at regression risk.

Set a target date

A test plan without a target date is not a plan — it is a list. The target date creates urgency and surfaces the coverage gap early enough to act on it. If coverage is at 40% two days before the target date, the team needs to know now, not after the release.

Set status to Active and start execution

Once the scope is confirmed and the plan is ready, set status to Active. From this point, every test run completed against a plan scenario advances coverage. Track progress against the target date and escalate when coverage is falling behind.

Mark Completed after final review

When all planned scenarios have been executed and the team has reviewed the results, mark the plan Completed. A completed plan is a permanent record of what was tested before a release — useful for audits, retrospectives, and future regression scoping.


What Makes a Good Test Plan

A good test plan is specific, time-boxed, and actionable. It tells anyone who reads it exactly what is being tested, why those scenarios were chosen, and when execution needs to be complete. The four elements below are what separate a test plan that drives quality decisions from one that gets created and ignored.

Clear scope

Every scenario maps to something being changed or at regression risk. Nothing is included "just in case" without a reason.

A concrete target date

Tied to a release, sprint end, or milestone. Enough time to complete execution if the team starts today.

Visible coverage progress

Coverage is checked daily during active plans. Below 50% with two days remaining is an escalation signal, not a status update.

Shared ownership

The plan is visible to the whole team — QA, developers, and product. Coverage data is a shared input to release decisions.


Common Test Plan Anti-Patterns

Most test planning failures are not caused by missing tools — they come from how plans are created and managed. These are the patterns most likely to make your test plans useless.

One plan for everything

A single "regression" plan with every scenario in the library tells you nothing useful. Plans should be scoped to a release, sprint, or feature area — small enough to track, large enough to matter.

Starting Active without selecting scenarios

Coverage of 0/0 is not a useful state. Before setting a plan to Active, confirm that all scenarios relevant to the scope are included. Adding scenarios after execution begins inflates the denominator retroactively.

Using coverage as the only quality signal

A plan at 100% coverage with a 40% pass rate is not a success. Coverage measures execution breadth. Pass rates, blocked counts, and defect severity are the quality signals. Read them together.

Leaving plans in Draft indefinitely

Draft plans that are never activated accumulate and create noise. If a plan is no longer relevant, archive it or delete it. Active plan management reflects active quality practice.

Use both together

Test plans tell you whether the right things are being tested. Test runs tell you whether those things are passing. A plan at 100% coverage with a 60% pass rate means all scenarios were executed — and 40% of them found problems.
